Incare (Incarceration)

Rehabilitation under the DCS begins at the point of incarceration, through a structured case management system.

Each inmate undergoes a comprehensive risk and needs assessment, administered by a trained case manager. The results form the basis of an individualised treatment plan, tailored to the offender’s specific background, risks, and rehabilitative needs.

Case management involves:

  • Planning and coordinating intervention services
  • Monitoring progress against set goals
  • Advocating for the offender’s development
  • Engaging support systems such as family, social workers, and community resources

This person-centred approach ensures that rehabilitation efforts are targeted, effective, and sustained.

Goals and Benefits of Rehabilitation Programmes

The DCS’ rehabilitation framework is designed to:

  • Reduce recidivism
  • Lower crime rates
  • Reform offending behaviour
  • Improve self-worth and responsibility
  • Enhance employability
  • Equip individuals with practical, marketable skills
  • Facilitate reintegration into families and communities

By focusing on these goals, DCS not only changes individual lives but also strengthens national safety and social cohesion.
