The pre-release hostel programme in Jamaica plays a critical role in supporting the reintegration of inmates into society. It facilitates the acclimatisation and gradual reintegration of individuals in the custody of the Department of Correctional Services (DCS) who are soon to be released on parole or whose term of imprisonment is nearing completion.
This rehabilitation programme is specifically designed for low-risk inmates who have less than twelve (12) months remaining on their sentence and are assessed to be adequately prepared for their return to the community. As part of this initiative, inmates are granted the privilege of travelling unescorted between 6:00 a.m. and 8:00 p.m. to and from work or an educational institution. At present, the DCS houses two (2) inmates at the Howard Pre-Release Hostel, and the recruitment and placement of suitable candidates remain an ongoing process. However, this process is met with challenges due to the evolving security environment.
Reopened by the Ministry of National Security in January 2019, the Howard Pre-Release Hostel serves as a transitional housing facility for inmates nearing release. It is located at the Tower Street Adult Correctional Centre in Kingston and is a dormitory-style facility with the capacity to accommodate up to 40 men. The programme allows inmates to make their transition back into society over a period of up to 18 months.
Those selected for the programme are expected to exhibit positive and productive behaviour. Inmates are provided with access to medical care, counselling, and are actively engaged in religious and recreational programmes as part of their preparation for reintegration. The overarching aim of this correctional reintegration facility is to ensure that upon release, the likelihood of reoffending is significantly reduced, thereby contributing to national efforts in reducing recidivism in Jamaica.
