About Corrections

The formal establishment of the Department of Correctional Services (DCS) in 1975 marked a significant shift in Jamaica’s approach to offender management—moving away from punitive practices towards a more progressive, rehabilitative model. This transformation aligned with global best practices and reflected the growing understanding that effective rehabilitation is central to public safety and crime reduction.

The DCS plays a key role in fulfilling Goal 2 of Jamaica’s National Development Plan – Vision 2030, which aims to create a secure, cohesive, and just society. Central to this is the Rehabilitation Unit, which is mandated to transform the lives of offenders and support their reintegration as law-abiding citizens.
