Visitation Procedures

Family Support: The Foundation for Successful Rehabilitation

The Department of Correctional Services (DCS) understands the importance of family support in the rehabilitation process. We are committed to facilitating safe and meaningful connections between inmates/remandees and their loved ones.

How to Visit

  1. Visitor Application Process – All prospective visitors must complete the official Visitor Application Forms (Form 1 & 2) according to their visitor category. Required: Valid photo ID
  2. Application for Visits – All visit applications will be processed within 2 weeks. You will be notified on the outcome of the visit application via SMS at your declared mobile phone numbers. No walk-ins allowed.
  3. Visit Duration and Frequency – Inmate Category Visit Frequency : Convicted 1 visit per month;  Remandees 2 visits per week; Death Row, Appellants, Awaiting Trial 2 visits per week. Standard Visit Duration: 5 minutes Discretionary Visit Duration: Up to 15 minutes (granted at the discretion of the Superintendent, especially for overseas or distant travellers).
  4. Discretionary & Special Visits – Discretionary visits may be granted under the following conditions:  Visitors are traveling from overseas or long distances; Special institutional circumstances apply; All decisions are made by the Superintendent and communicated in a timely manner.
  5. Visitor Conduct & Dress Code – To maintain respect and order, visitors must adhere to a strict dress code. The following items are not permitted: Sleeveless or off-shoulder tops; Shorts; Leggings; Crop tops; Short or tight-fitting clothing

Note: All visitors are subject to a security search prior to entry.

Legal Visits

Attorneys and legal representatives are welcome to visit in their professional capacity. These visits are subject to the following protocols:

  • Must present valid ID
  • Maximum of 3 persons per visit
  • Must declare all items upon entry
  • No cell phones, cameras, drugs, or food items (especially at Horizon Adult Remand Centre)
  • All visits are supervised for security (out of earshot but within sight)
  • Use of tape recorders requires prior written approval

Security Procedures:

  • All visitors and inmates/remandees are subject to frisk searches before and after visits
  • Refusal to comply will result in the visit being denied
  • Non-Compliance & Sanctions

Failure to comply with the above regulations may lead to:

  • Denial of entry
  • Cancellation of the visit
  • Disciplinary or legal action

Inmates shall be provided reasonable opportunities to communicate with their family members through the granting of Discretionary Visits. Such visits are extended by the Superintendent for relatives traveling from overseas or long distances, subject to institutional regulations and security considerations.

Discretionary Visit Procedures

Special Privileges

Special visit privileges may be granted at the discretion of the Superintendent after evaluating the prevailing conditions within the institution.

Review and Decision-Making

  • The Superintendent is responsible for ascertaining all relevant facts regarding the circumstances of the requested visit.
  • Rulings on Discretionary Visit requests will be communicated within the most convenient period of time.
  • Exemption from Standard Visit Frequency Rules
  • Discretionary Visits may be granted notwithstanding the rules and regulations governing the standard frequency of visits for inmates.

Duration of Visits

Standard Discretionary Visits shall be limited to fifteen (15) minutes. However, the duration of such visits may be adjusted at the discretion of the Superintendent.
